* gnu/packages/maths.scm (scilab): Activate tests and disable failing tests.
[arguments]:
  (tests?): Activate tests.
  (phases):
    [remove-desktop-files]: Extend and rename to restrain-to-scilab-cli.
    [disable-failing-tests]: Add phase.
