* gnu/packages/ruby.scm (ruby-standard) [arguments]: Delete #:tests? argument.
Delete relax-version-requiremens phase.  Add set-HOME and
delete-problematic-tests phases.
[propagated-inputs]: Add ruby-language-server-protocol.
