Correction: That means a reference will bind to the value of the variable with that name that is closest in the source code (before it). Once the reference is bound, that's it--it's not going to change binding ever again.
Or maybe a simpler, but less applicable, example: (let ((x 2)) (let ((y x)) (let ((x 3)) y))) => 2 NOT 3.
